The Chairman of the Isokyrian Nororist Party (Isokyrian: ᚠᛟᚱᛟ ᚨᚠ ᛇᛟᚲᛁᚱᚢ ᚾᛟᚱᛟᚱᛁᛋᛏ ᛈᚨᚱᛏᛖᛁ, Foro af Isokiru Nororist Partei) is Isokyria's de facto head of state. The Chairman is nominated by the National Assembly and is confirmed by the Nororist Party. The Chairman serves indefinitely, though never longer than twenty years. Other than Robertsson (who was assassinated), every Chairman has left office by resignation.
The office was created by the Constitution of Isokyria after its ratifcation in 1938. It grants the Chairman authorities that puts the office on a level similar to a president in other countries. Executive power is de jure shared with the President of the National Assembly, who acts as head of government, but in practice the Chairman wields near-absolute authority, only constrained by the Party leadership's agenda.
Powers and duties
The Constitution defines the Chairman, among other things, as "The leader of the Isokyrian Nation and Nororist thought".
The Chairman's authority is somewhat undefined and is theoretically unlimited. In practice, however, the Chairman is usually constrained by other interests within the Party. A decision that is unpopular with the Party can jeopardize the Chairman's position and lead to her replacement. She is generally expected to follow the agenda set forth by the party elites. In other areas, such as internal defense, she is granted more autonomy and is free to act unilaterally without consulting party leadership.
When a Chairman leaves office, typically by resignation, the National Assembly holds a vote to determine their successor. To be elected, one must be nominated for the position. Theoretically, any Isokyrian citizen can be nominated but it has always been a member of the Assembly thus far. Once the candidates have been nominated, the one who receives the most votes becomes the Assembly's official selection. The candidate then must be approved by the Nororist Party. Once approved, they are sworn in as Chairman. If they are rejected, the candidate with the second most votes becomes the chamber's selection and the process is repeated.
