David Ramsee (born 11 June 1968) is a New England Defense Force general and the current and first Chairman of the Defense Council. Ramsee was formerly a Major General serving as the Deputy Adjutant General of the Virginia National Guard, from 1999 to 2005. In the weeks before the official start of the Second American Civil War, Ramsee was a part of the Philadelphia Underground and led the assault during the first Battle of Washington D.C. The battle failed, and Ramsee went on to become the Chief of Defense Staff of the Philadelphia-based federal government. When the New England Republic was established, Ramsee was appointed as Chairman of the Defense Council by President Kenneth Carmichael.
