The Hurian War Council is the legislative branch of the Hurian Federation, responsible for making and enforcing the laws of Huria. Contrary to popular belief, it is the War Council has nominal control over Huria, not the Supreme Commander. A strong Supreme Commander may be able to control the council long enough to get his way, but ultimately, the power rests in the hands of the council. Formed in 1963, the War Council was designed to serve as a counter-balance to the power of the Supreme Commander, serving as advisors and watchers, ensuring that the Hurian leader stuck to the code and beliefs of the late Rollace Williams. Consisting of ten members, and lead by the War Minister, the War Council is made up of the most senior military commanders within both the Hurian Armed Forces and the Hurian Penal Legions. Though the Supreme Commander may talk a big game, as is required, the War Council serves as the puppeteer, ensuring that Huria is governed by the will of the military and the people, and not the will of the man.

As Huria matured into a modern nation, the Supreme Commander, Rollace Williams, felt that the position he held would grow too powerful as the military reformsof the 1960s took root, and the military grew to encompass the entire nation, which a time passed, would be totally loyal to a leader without boundaries. Thus, he saw the need to create a counter-weight, one that could keep the Supreme Commander in line, and see to it the will of the people was carried out. In September of 1963, shortly after the reforms, Rollace Williams formed the Hurian War Council, a body of five (later seven) military commanders that would oversee the running of the state from day-to-day while the Supreme Commander tended to singular matters. Under him, the War Council grew to create laws the Supreme Commander had no need to worr about. For a time, the laws created by the body were done to keep the Supreme Commander in power, and increase the loyalty of the people to the state. Rollace believed his work to be done in regards to the group, but failed to place any failsafes on the power of the War Council, something that would later prove to be fatal to himself.

As Rollace's health began to fade, and his moderate views on how use Huria's growing power began to anger the council, they decided to replace him with his son, Maurice Williams, a radical in government who was not afraid to use force to keep others in line. In 1997, the War Council poisoned their mentor, whom they viewed with great respect and sought to maintain his image in Huria, and elected to put Maurice in his place. They passed a law not soon after making it so that only a Williams could inherit the position of Supreme Commander. At the time, the Bureau of Internal Investigation, the secret police force of Huria, was directed by Brianna Williams, who knew of the murder, but as her insane self was, dismissed the death. Maurice was unaware of the War Council's action, and believed his father to have simply succumb to his degrading health issues. His first act was to increase military spending, something the War Council was delighted to see, but as time passed, Maurice began to take sound steps, such as contributing economical aid to African nations.

Invasion of BrazilEdit

The failure of Maurice to use the nation's power to increase Huria's influence in the world angered the council, who wanted to replace him with his sister, Josephine Williams, but the council opted to hold on that action, and planned to force Maurice into doing want they wanted. Up until 2008, Maurice was a benavolent leader, ruliing with a fair hand, generally treating other nations with respect. The War Council had spent the last 12 years dictating his actions, and before the turn of the millennia, Maurice was already aware of the War Councl's crime against his father, but powerless to stop them. Seeking a chance to finally break out of Huria's isolation from the rest of the world, the council wanted a show of force to present to the world community. They chose Brazil, and ordered the Bureau prepare the nation for the planned invasion. Maurice, a fighter but not a killer, protested the plans of the council, but he was silenced, and ordered to begin preparing the people for war. He couldn't stop them himself, as the people would never believe an organization created by his father, whom all Hurians regarded as a god-like figure, could ever fail his expectations. Using the Supreme Commander to garner the will of the people, the War Council told Maurice Williams to bid his troops farewell, afterwhich they would die for the state.

As the war took on its ugly toll, the War Council had the troops begin terminating "undesirables", people that the late Rollace was not fond of. Gays, atheists, liberals, pacifists, and others were wiped out by Hurian forces. The troops did as they were told with lethal precision, and once their mission was complete, the far more unruly penal legions were sent into the jungles to kill any survivors. Maurice was horrorified by the death toll, and wanted the killing to stop, but he was rebuked and told to go to the United Nations, and preach the Federation's message. He did as he was ordered, and as history would prove, he failed. His decreasing admiration for the Federation's policies, ones he was disgusted by, lead to his ousting in 2012. He was told that he and his family would suffer the same fate, and that his survival hinged on his obediance. On May 15th, Maurice approached the Hurian public on television, and spoke of his resignation. He explained that he had failed his father, and that he did. He was not strong as he was incapable of controlling the War Council, and his father's dream in failing to unite the African people under a peaceful government, knowing that no peace would come with the homicidal War Council setting the agenda.

He made the mistake of leaving power in the hands of his insane daughter Brianna, who had no qualms of seeing to it that the War Council's ideals were spread across the globe. She had troops withdrawn from Brazil though, having a desire to annihilate the Middle Eastern population, a dream of hers. However, the War Council wanted nothing to do with that region,and wanted her to instead focus on Souh America. She refused, and no more than half a month later, seeing that the young woman would not bend, ordered her out of power. She refused, leading the council doing something both drastic and terrible. Brianna was two weeks pregant with the child of an atheist Hurian. He was discovered, and publically executing, and the council poisioned her child, causingher to miscarry. Shocked by the dual deaths, Brianna, hinging on complete mental breakdown, stepped aside, and handed power over to her brother, Benjamin Williams. Benjamin was aware of the death of his grandfather, the death threats toward his father, and the murder of his sister's family at the War Council's hands, and was not interested in allowing it to continue. He currently seeks to expose and punish the seven council members.

The Council TodayEdit

PowersEdit

The power of the council was simple; they were to pass laws in favor of the power, and regulate the powers of the Supreme Commander. However, they saw it as their duty to both preserve the image of Rollace Williams, and ster the nation, rather violently, down the road of global conquest. They killed one Supreme Commander, controlled the life of another, and completely destroyed the family of the last one. The current Supreme Commander is attempting to stop them, but the War Council has opted to stop giving new leader additional powers, and block any attempt of his to govern the nation peacefully. Whenever Benjamin Williams tries to pursue peace with a nation, the War Council attempts to shoot the plan down, and the Supree Commander has no power to stop them. The War Council has no power over the military, but as the heads of the military branches, they are, as stated by Rollace Williams, under no obligation to carry out an order deemed foolish in the eyes of the state. Thus, the Supreme Commander is not the supreme commander of the military should he or she send the troops into a battle too obsurd even for the War Council.
