Jakovo Fredrik Ostaras (born April 13, 1962) is a Bijani politician, who has been Chief Minister of Bijan since 2009. A member of the Social Democratic Party, Ostaras has been a member of the Bijani House of Representatives since 1989.
On January 7, 2015, the Bijani House of Representatives passed a resolution expressing no confidence in his government. He submitted his resignation to President Hannah Roggeveen that same day, and advised her to call an early election to the House of Representatives on January 8.
Although Ostaras resigned on January 7, 2015, he will continue to serve as Chief Minister in a care-taking capacity through the election, until a new Chief Minister has been nominated by the President and authorized by the House of Representatives to form a new government.

Jakovo Ostaras is the sixth-longest serving Chief Minister in Bijani history. Since taking office on March 17, 2009, his term surpassed the following predecessors:
- On February 26, 2010, on his 347th day in office, he surpassed Ĉeso Dukan as 9th-longest serving Chief Minister.
- On November 7, 2010, on his 601st day in office, he surpassed Renar Mavasi as 8th-longest serving Chief Minister.
- On November 18, 2012, his 1,343rd day in office, he surpassed Markom Hikoro as 7th-longest serving Chief Minister.
- On March 12, 2013, his 1,457th day in office, he surpassed Lansen Naprem as 6th-longest serving Chief Minister.
Ostaras tendered his resignation on January 8, 2015, his 2,124th day in office, and his successor will likely be appointed before the end of February 2015. Had he remained in office until May 6, 2015, he would have surpassed Joru Dremna as Bijans' 5th-longest serving Chief Minister.
